JOINT COMMUNIQUE

of the 11th meeting of the Ministers of foreign affairs of the Russian Federation, Republic of India and People's Republic of China

1. 13 April 2012, Moscow hosted the 11th meeting of the ministers of foreign affairs of the Russian Federation, Republic of India and People's Republic of China.

2. The ministers once again acknowledged the importance assigned by Russia, India and China to trilateral constructive co-operation. They underlined that this co-operation was not directed against any state, but was aimed at contribution to maintaining the peace, security and stability in the region and inuring to the benefit of nations.

3. The ministers reviewed the progress of implementation of the resolutions passed by them at the 10th meeting in Wuhan, China, on 14-15 November 2010.

The ministers noted the importance of co-operation in emergency response and expressed a high opinion of the results of implementation of the trilateral programme for the exchange of information and experience in the use of geospatial technologies for the purposes of flood and drought monitoring and forecasting arranged in Hyderabad, India, on 24-26 May 2011. They also acclaimed results of the fourth Russian-Indian-Chinese trilateral expert meeting dedicated to the emergency response held in St. Petersburg, Russia, on 6-9 September 2011 and defined the priorities for the further development of trilateral co-operation.

The ministers acclaimed the development of trade and investment relations between the three states and mentioned the third trilateral business forum held in Rostov-on-Don on 21-22 September 2011.

The ministers expressed their satisfaction with the results of the 11th trilateral dialogue of academic circles held on 15-16 November 2011, in Beijing.

The ministers voiced their support to the further development of practical trilateral co-operation in such areas as emergency response, healthcare, agriculture, business, power industry, innovations and high technologies by way of close coordination of efforts in these directions as part of various multilateral forums.

4. The ministers stated that the present-day world was undergoing profound changes and the global multipolarity trend was irreversible. At the same time, global challenges are getting more and more serious and complicated. In this regard, they underlined the need to search for collective solutions of such global issues as regional conflicts, WMD spread, terrorism, transnational organized crime, illegal drug traffic, natural and man-made disasters, financial and economic disruption, food scarcity and climatic changes. They stated that the situation in the Middle East and North Africa had shown that there was no alternative to negotiations and pacific settlement of conflicts by joining forces of the international community. The ministers confirmed that Russia, India and China were willing to closely co-operate to address these challenges, including by way of trilateral consultations at the UN level and in other relevant multilateral formats.

5. The ministers underlined the importance of setting an open and transparent architecture of security and co-operation in the Asian and Pacific region to consider legitimate interests of each state of the region based on the common standards and principles of international law, recognition of indivisibility of security, mutual respect and trust.

6. The ministers stated that East Asian summits were a promising format for a dialogue on a broad range of strategic, political and economic issues of common interest and concern in order to promote peace, security, stability and economic prosperity in the East Asia. Russia, India and China stand for the establishment of partnership links in the spirit of network diplomacy between various regional associations, forums and dialogue structures – ASEAN, SCO, ARF, SAARC, CICMA, SMOA Plus and others.

7. The ministers expressed their grave concern with the progress of the situation in Afghanistan and underlined the importance of global community participation in normalization of the situation in the country. They exhorted the global community to active reacting against terrorist groups in order to avoid the risk of Afghanistan's becoming a safe harbour for terrorists and extremists that pose a threat inside and outside the region. The ministers once again acknowledged that Russia, India and China remained committed to the peaceful, stable, independent and prosperous Afghanistan.

8. The ministers stressed the central coordinating role of the UN in the promotion of peace and stability in Afghanistan. They once again confirmed their willingness to closely co-operate in the matters pertaining to Afghanistan on the level of the UN and other international forums and regional initiatives, including the Conference for Regional Economic Co-operation in Afghanistan, "Istanbul Process" and SCO. In this regard, they supported Afghanistan's striving to enhance its participation in activities of these organizations.

The ministers claimed that withdrawal of the International Security Assistance Force (ISAF) from Afghanistan had to consider the current security situation and ability of the Afghan national security forces to take charge of its assurance in their country. The ministers noted that the ISAF had to perform its task in compliance with the mandate of the UN Security Council resolutions.

9. The ministers proceed from the premise that the process of national reconciliation in Afghanistan has to be carried out under the Afghan command only in compliance with its rights as stated in the Communiquй of the Kabul Conference dated July 20, 2010 and supplemented with resolutions of the Bonn Conference dated December 5, 2011, supported by the Afghan government and global community.

10. The ministers put a special emphasis on an urgent need for the whole global community to counter illegal manufacture and transportation of drugs from Afghanistan in compliance with resolutions of the Paris pact and SCO counter-drugs strategy.

11. The ministers expressed their comprehensive support of the central and coordinating role of the UN in international peacekeeping and security, promotion of joint development and international co-operation. They once again confirmed the need for a comprehensive UN reform, including the Security Council, implying a need to render it more efficient, effective and representative. Russia and China once again underlined the importance of India in international relations and voiced their support to this country's striving to play a more important role in the UN.

12. The ministers emphasized that as responsible countries who own advanced nuclear technologies, Russia, India and China shared an aim of nuclear weapon interdiction and active promotion of the non-proliferation regime. They welcome a successful summit on nuclear security held in Seoul in March 2012 and stand for implementation of the resolutions recorded in its final Communiqué.

13. The ministers noted that it was impermissible to let the situation with the Iranian nuclear programme escalate into a conflict phase whose disastrous consequences are in no one's interests. Iran plays an important role in the peaceful development and prosperity of the region of huge political and economic significance and the country has to make its legal contribution as a responsible member of the global community. The ministers expressed their concern with the situation around the Iranian nuclear programme. They recognize the Iran's right to the peaceful use of nuclear energy in compliance with its international commitments and stand for settlement of the problem using political and diplomatic means through a dialogue, mainly between IAEA and Iran and exhort Iran to observance of regulations of the relevant resolutions of the UN Security Council and comprehensive co-operation with IAEA. The ministers expressed their hope that the G6 meeting of international intermediaries scheduled for 14 April 2012, would yield good results.

14. The ministers expressed their grave concern with DPRK's launch of a launch vehicle and exhorted to maximum moderation in any actions that may escalate the tension on the Korean Peninsula.

The ministers underlined the importance of proper settlement of a nuclear problem of the Korean Peninsula using political and diplomatic means and exhorted all the stakeholders to continue the efforts aimed at the fastest possible resumption of hexalateral negotiations in order to reach the ends approved in the Joint Statement of PRC, DPRK, Russia, Republic of Korea, USA and Japan on September 19, 2005.

15. The ministers once again took a grave view of terrorism in all its forms and manifestations and stressed that there was and could be no good reason for it. Acknowledging a common challenge of terrorism that requires maximum joint efforts of the global community, they once again confirm that the actions have to be taken not only against terrorist act committers, but also against those supporting and funding terrorists.

16. The ministers underlined the need to contribute to increasing efficiency of implementation of provisions of the UN Global Counter-Terrorism Strategy (GCTS) by other UN member states, broadening of a circle of participants of UN antiterrorist conventions, promote fulfilment of the Security Council resolutions, first of all, 1373 (2001) and 1624 (2005). They lay special emphasis on the support of the UN SC Counter-Terrorism Committee (CTC), strengthening of a potential of the Counter-Terrorism Executive Directorate (CTED) in the most important directions of countering the terrorism threat.

17. The ministers expressed their concern with the extended use of information and communication technologies (ICTs) for the purposes that endanger the security of states as well as international stability and safety. In this respect, the ministers stated the need for elaboration of relevant regulations and rules by the global community.

18. In the context of events in the Middle East and North Africa, the ministers confirmed their commitment to the search for the ways to resolve conflicts in the countries of the region within the legal framework using exclusively peaceful means and without external interference that runs counter to the United Nations Charter ends and principles.

19. The ministers underlined firm commitment of their states to the principles of sovereignty, independence, unity and territorial integrity of Syria and decisively exhorted to peaceful settlement of the country's crisis by way of all parties' repudiation of violence and a comprehensive political process being governed by the Syrians.

The ministers voiced their support to the efforts made by Kofi Annan as a special UN/LAS delegate, including his suggestion to delegate the United Nations observer mission to Syria in the nearest time.

20. The ministers once again stated their firm commitment to the comprehensive, fair and lasting settlement of the Arab-Israeli conflict based on the universally recognized international legal framework that includes relevant resolutions of the UN Security Council, Madrid Principles and Arab Peace Initiative.

21. The ministers stated that the process of recovery after the global financial and economic crisis was uneven. Developing markets and states are becoming drivers of the global economic growth. The ministers acknowledged that large economic powers had to timely and clearly coordinate their efforts aimed at the promotion of stable, sustained and well-balanced global growth. The ministers expressed their specific concern with a gap remaining between the North and South and stressed that the measures to reduce the gap could promote the global economic growth.

22. The ministers of India and China welcomed the Russian Federation's joining the World Trade Organization (WTO), which would render this organization more attractive and strengthen the rule-based multilateral trade system.

The ministers stated the need for all the countries to take specific measures to fight any forms of protectionism and strive to act in the interest of attainment of comprehensive positive results of the WTO Doha round and in compliance with the development agenda.

23. The ministers once again underlined the role of the "Group of Twenty" as the main forum of the international economic co-operation. They stressed that the reform of international financial institutions was aimed, among others, at equitable allocation of voting rights among developed and developing countries. India and China voiced their strong support to the Russian presidency in the "Group of Twenty" in 2013.

24. The ministers acclaimed results of the 17th Conference of the parties to the UN Framework Convention on Climate Change (COP17/CMP7) held in Durban, South Africa, in December 2011.

The ministers expressed their confidence that the UN Conference on Sustained Development ("Rio+20") to be held in Rio de Janeiro, Brazil in June 2012 will provide the global community with an excellent opportunity to promote international co-operation aimed at sustained development.

25. The ministers acclaimed results of the fourth BRIC summit held on 29 March 2012, in New Delhi, India, that had demonstrated enhanced weight and importance of this association.

26. The ministers gave a positive evaluation of the consultations of directors of core departments of the ministries of foreign affairs of Russia, India and China held on 12 July 2011 in Moscow and agreed to hold them on regular basis.

27. Ministers of foreign affairs of Russia and China stood for India's constructive participation in the activities of the Shanghai Cooperation Organization and its intent to play a more significant role in the SCO.

28. The ministers of India and China expressed their appreciation to the Russian minister of foreign affairs for warm reception and excellent arrangement of the 11th meeting of ministers of foreign affairs of the Russian Federation, Republic of India and People's Republic of China.

29. The ministers decided to hold the next ministerial meeting in India.
