Alexander Grushko was born in Moscow in 1955. A graduate of the Moscow State Institute of International Relations, he is fluent in English, Dutch and French and holds the diplomatic rank of the Ambassador Extraordinary and Plenipotentiary, conferred on him in July 2004.
Mr Grushko has been with the diplomatic service since 1977. He has significant experience in the Foreign Ministry’s Central Office. He also worked in the Soviet embassies in the Netherlands (1977-1980) and Belgium (1985-1990). From 1996 to 2000 Mr Grushko led the Russian delegation on military security and arms control at the Vienna negotiating forums. He represented Russia in the Joint Consultative Group on the Treaty of Conventional Armed Forces in Europe, the Open Skies Consultative Commission and the OSCE Forum for Security Co-operation. From 2001 to 2005, Mr Grushko was Deputy Director and later Director of the Department on European Cooperation. From 2005 to 2012, he served as Deputy Foreign Minister, and from 2012 to 2018 as Permanent Representative of the Russian Federation at NATO in Brussels, Belgium.
Since January 2018 Alexander Grushko has been Deputy Foreign Minister.
He is the recipient of various government and departmental awards, and is married with two adult children.
