On September 13, 2016, Foreign Minister Sergey Lavrov spoke over the phone with OSCE Chairperson-in-Office, German Foreign Minister Frank-Walter Steinmeier.

In the course of the conversation, Mr Lavrov said that at Berlin’s request, the Russian leadership had asked the leadership of the Donetsk and Lugansk people’s republics to ensure the cessation of hostilities along the line of contact in Donbass. In this connection, he welcomed Alexander Zakharchenko and Igor Plotnitsky’s statement that on the night of September 14−15 the DPR and the LPF will unilaterally establish a regime of quiet.

Mr Lavrov urged Mr Steinmeier as OSCE Chairman-in-Office to ensure oversight by the organisation’s Special Monitoring Mission of the cessation of hostilities by the DPR and the LPR and expressed hope that Donetsk and Lugansk’s move will be reciprocated by Kiev.

Mr Steinmeier offered assurances that corresponding instructions will be issued to the OSCE SMM.
