Dear readers,

As part of our ongoing efforts to draw attention to the challenges and threats that contemporary international community faces in the field of human rights, we bring to your attention the second joint report of the Ministry of Foreign Affairs of the Republic of Belarus and the Ministry of Foreign Affairs of the Russian Federation on the human rights situation in certain countries.

This study, like the previous report of the same name, is an effective mechanism for synchronizing efforts in the human rights sphere undertaken by our countries, which are bound by long-standing traditions of friendship and mutual assistance, cultural and spiritual kinship, a common historical past and priorities for the future. The document pays great attention to joint preservation of historical truth, which is especially important on the 80th anniversary of the Victory in the Great Patriotic War and the Second World War.

The report is aimed at protecting our common history, which distinguishes it from similar Western-centric studies, which are full of moralizing and hypocritical arguments about abstract criteria, leading the readership away from understanding the real state of affairs.

Based on data from international and national sources, materials of human rights non-governmental organizations, the study presents facts of flagrant violations of human rights in a number of states that consider themselves to be exemplary democracies, as well as in countries that adhere to rules invented and imposed by these so-called "democracies", which are contrary to the norms and principles of international law enshrined in universally recognized international documents. Their authorities are accustomed to justifying their inaction with regard to a wide range of manifestations of intolerance – and often their blatant promotion of such phenomena – by hypocritical references to the allegedly absolute nature of the right to freedom of expression (freedom of speech). This leads to the fact that, with the connivance of international organizations, they openly use human rights issues to serve their political interests, including as a tool for interfering in the internal affairs and violating the sovereignty of independent States.

Under this pretext, the "collective West", which is numerically inferior to the rest of the world, indiscriminately criticizes the human rights situation in the countries of the World Majority that are undesirable only because they have their own independent foreign policy agenda and defend their own historical, cultural and religious values, norms and traditions without imposing them on anyone.

By covering up manifestations of glorification of Nazism, racism, xenophobia and related intolerance, open propaganda of overt racist ideas and axioms, attempting to rewrite history and divide society along ethnic, linguistic and religious lines, such States have completely crossed out all their arguments about the universality of human rights.

The study provides real examples from the present and the recent past that illustrate the negative manifestations and trends in the field of human rights, which must be countered by the efforts of the entire constructive international community.

We are confident that the report will be of interest not only to specialists in international relations and human rights, but also to a wide audience of readers.
