Foreign Ministry Spokesman Andrei Nesterenko Interview to RIA Novosti on Sergey Lavrov’s Upcoming Visit to Cyprus
Question: A visit to Cyprus by Russian Minister of Foreign Affairs Sergey Lavrov will take place tomorrow. How would you characterize the current stage in the development of Russia-Cyprus relations?
Answer: Minister of Foreign Affairs of the Russian Federation Sergey Lavrov will pay an official visit to the Republic of Cyprus on November 4 at the invitation of the Cyprus side.
Relations between the Russian Federation and the Republic of Cyprus are developing in an atmosphere of traditional friendship and mutual understanding. The two countries have maintained summit- and high-level political contacts.
Our relations with Cyprus are free of political problems. Russia's consistent support of the Cypriots in their efforts to achieve a just, comprehensive and viable settlement on the island has been a contributing factor in strengthening our mutually beneficial cooperation and the traditions of friendship. Russia and Cyprus fruitfully cooperate in various international organizations including the UN, OSCE, and the Council of Europe.
Regular dialogue takes place between the heads of the foreign affairs agencies. Based on the June 1994 Protocol on Consultations between the Ministries of Foreign Affairs of the two countries a regular exchange of views has been held on the topics of bilateral relations, Cyprus settlement, international issues and other matters of mutual concern.
Inter-parliamentary cooperation is dynamically evolving. In June 2007 the Chairman of the State Duma of the Russian Federal Assembly, Boris Gryzlov, visited Cyprus. October 2009 saw the visit to Russia by Marios Karoyan, President of the House of Representatives of the Republic of Cyprus. He brought with him a very representative delegation.
Cyprus remains one of the most attractive tourist destinations for Russians. About 200,000 tourists from Russia visited Cyprus in 2008.
Question: What does the program of the visit envision?
Answer: The program of Lavrov's stay in Cyprus envisions conversations with President Dimitris Christofias of the Republic of Cyprus, House President Marios Karoyan, and talks with Foreign Minister Markos Kyprianou.
The purpose of the visit is to continue an active political dialogue with the Cyprus side on a wide range of bilateral and international issues on the basis of the Joint Declaration on further intensification of the relations of friendship and comprehensive cooperation between the Russian Federation and the Republic of Cyprus, signed on November 19, 2008 during the official visit of Cyprus President Dimitris Christofias to the Russian Federation.
Question: What international issues are included in the agenda of the upcoming Russia-Cyprus talks?
Answer: The sides will discuss prospects for bilateral cooperation within European institutions and universal international organizations. They will also exchange views on a broad international agenda, in particular on the situation in the Middle East settlement, in Iraq, Syria and Lebanon, around the Iranian nuclear program, as well as on current regional conflicts.
The positions of Russia and Cyprus on many international issues are consonant or very close. Both countries advocate for a stronger central role of the UN in international relations as the main universal institution for maintaining peace and security in the modern world.
Question: How is bilateral cooperation evolving in the trade and economic field?
Answer: The Republic of Cyprus continues to be a stable economic partner of Russia and is one of the leading channels for attracting foreign investment to the Russian economy. According to the Russian side's data, the accumulated investment that came from Cyprus in 2008 amounted to 56.7 billion USD (23.4% of total foreign investment in Russia). Significantly, the proportion of direct investment is particularly high – more than 38 billion USD. According to Russian Economic Development Ministry data, total trade turnover between Russia and Cyprus in 2008 stood at 1306 million USD.
Question: What can you say about Russia-Cyprus relations at the level of subjects of the Federation?
Answer: Business relations between Cyprus and subjects of the Federation have been increasing. Longtime strong ties exist between the mayor's offices of Moscow and Nicosia. The Intergovernmental Agreement with the Republic of Cyprus on cooperation in developing the Black Sea region of Russia has been in place since 1992. It provides for the Cyprus side's assistance, particularly by attracting foreign investment, to the economic development of Krasnodar Territory. As part of this cooperation, we welcome the participation of Cyprus construction and financial companies in the preparation of Sochi for the upcoming 2014 Winter Olympic Games.
