I am glad to welcome participants of the regular Plenary of the Global Initiative to Combat Nuclear Terrorism.
It has already been the fifth anniversary of the Initiative. Eighty-two states joined it, thus building up a representative forum for discussing and implementing measures on countering nuclear terrorism threat.
I hope that this time the work should be even more thorough and practical. In particular, we are of the view that utmost importance today have the improvement of accounting and control for nuclear materials, physical security of nuclear facilities, and strengthening of capabilities to respond terrorist attacks in which nuclear materials were used. In light of recent tragic events in Japan mitigation of consequences after catastrophe at nuclear energy facilities is becoming again a pressing issue.
It is important to ensure that Partner Nations' activities on implementing the Initiative are accomplished with the due leading role of relevant international organizations, first of all, the IAEA.
Russia is set for the continuation of the constructive dialog on strengthening global nonproliferation regime and prevention of nuclear terrorism threat.
