PRESIDENTIAL PRESS SERVICE ANNOUNCEMENT
President of the Russian Federation Vladimir Putin signed an Edict declaring a minute's silence as a token of mourning over the tragic consequences of the terrorist acts in the United States of America.
The full text of the Edict is given below:
"The terrorist acts committed in the United States of America on September 11, 2001, left many people killed and injured. It was an unprecedented crime against the people of the USA and all humanity.
"The people of Russia shares the grief of the American people and condoles with the relatives and friends of those killed during these tragic events. Expressing solidarity with the people of the USA, I hereby decree:
"1.
"To declare in the Russian Federation as a token of mourning a minute's silence on September 13, 2001, at 12:00 hours Moscow time.
"2.
"To fly the State Flags of the Russian Federation at half mast on September 13, 2001, throughout the Russian Federation territory.
"3.
"To instruct television and radio companies and cultural institutions to suspend transmissions and entertainment events for 1 minute on September 13, 2001, at 12:00 hours Moscow time.
"4.
"This Edict shall enter into force upon signature."
