Geography

The Kirov Region is part of the Volga–Vyatka economic district located in the central part of European Russia in the Volga and Vyatka river basins. It occupies a geographically advantageous area, 896 km to the east of  Moscow.

 

It`s the only region that borders on 9 subjects of the Russian Federation.

In the south the region borders on the Tatarstan Republic, Mari El Republic;

in the west – on the Vologda and Nizhny Novgorod regions;

in the north –on the Arkhangelsk  region and  Komi Republic;

in the east – on the Perm Krai;

in the south-east – on the Udmurtiya  Republic.

Population:1 250 173 (as of January 2021).

 

Administrative Сenter: Kirov (population: 543 800).

The largest regional cities are: Kirovo-Chepetsk, Slobodskoy, VyatskiyePolyany, Kotelnich, Omutninsk, Yaransk.

Railways – 1 593 km.

Highways – 24 839km.

Waterways – 1587 km.

An extensive network of highways and railways connects the Kirov Region with the other regions of the country and forms transit corridors in the direction of the northern seaports of Siberia and the Far East. The system of interregional air travel is actively developing.

 

Natural resources

The basis of the natural resources are forest. Total stock counts 1.1 billion sq.m. (19th place of all stock in Russia).

Phosphorites – the total stock of reserves is 2 billion tons (45% of all stock in Russia).

Peat reserves counts 384 million tons (633 peat deposits with on the area of more than 10 ha).

Petrolium reserves in all categories – 11.2 million tonnes (6 fields).

Raw material for building industry– sand and gravel mix, clay (incl. bentonite clay), brick and tile, expanded clay, carbonates, cement, building stone and etc.

Therapeutic mud – 402,9 thousand m³ (7 deposits located nearby the health resorts
«Nizhne-Ivkino» and «VyatskiyeUvaly»).

In the central part of the Kirov Region there are underground mineral waters suitable for human consumption as drinking water and medicinal water. They also can be used in balneology.

The Kirov Region has enough underground water resources for both public and technical water supply.

The Vyatka River is the main waterway of region, the total length is 1314 km.

           

 

Socio-economic situation

The average income in the Kirov Region in January – March 2021 amounted to 21,87 ru  ( 2.8% more than the same period in 2020). The living wage in 2021 – 10,71 ru.

The level of registered unemployment in 01/01/2021 was 3.62% in 01/06/2021 – 1.61%.

 

Economic indicators

The structure of the Kirov Region economy has been rather stable for the recent years. Manufacturing and agricultural industries as well as forestry play a fundamental role in the Kirov Region. Transport, trade and telecommunications also cover a large share of economy.

 

The key economic indicators of  the Kirov Region in January-May 2021:

industrial production index – up 111,8% on the same period of 2020 (in manufacturing – up112,1%);

Shipping volume in domestically-made industrial products, executed works and services – 139,4 billion ru (up 119,1% on the same period of 2020);

Shipping volume in manufacturing industries – 115,1 billion ru (up 122% on the same period of 2020);

Shipping volume in agricultural production – 7,7 billion ru (up 104,6% on the same period of 2020);

Capital investment – 11,2 billion rubles.

Nowadays the Kirov Region has s significant economic potential with well-developed industry and agriculture. The one of the leading Russian production of mineral fertilizers is located here. There are also large scientific organizations, enterprises of biotech industry, mechanical engineering and metal-working industry, chemical sector, food and beverage industry.  Financial and credit institutions and small enterprises are actively developing.

 

Agricultural

The agro-industrial complex occupies a significant partof the economy of Kirov Region. Animal husbandry takes 64%, crop production- 36% in agriculture of the region.

Dairy cattle breeding is an important area, the region is among the top ten in this indicator. The enterprises of the region produce more than 60 types of dairy products, more than 400 types of sausage products, meat delicacies and semi-finished products, more than 500 types of bakery and confectionery products. The processing industry of the region has a great potential for development. Investments in the production of raw materials for these industries are quite attractive.

 

Investment potential of the region

The Government of the Kirov Region carries out a great work and makes all the efforts to establish a favorable investment climate in the region and increase its` investment attractiveness.

During the 2020 capital investment of the Kirov Region amounted to 66.4 billion rubles and was up on last year by  86.6% %. Large and medium-sized organizations of the region invested 45.9 billion rubles in 2020, which amounted to 78.8% or by 8.9 billion rubles.

The most investments were attracted to the following areas:

manufacturing – 10.3 billion rubles (22,4 %); agriculture, forestry, hunting, fishing and fish farming – 8,4 billion rubles (18.3%); Transport and storage – 8,2 billion rubles (18%); electric energy, gas and steam; air conditioning – 4,1 billion rubles (9%); real estate – 4 billion rubles (8,6 %).

The investors who launch their investment projects in the Kirov Region are granted regional support, such as:

corporate Property Tax (CPT) varies from 0%  to 1.3% and depends on the size of the property object. It also can be 0% for the investors who concluded special investment contracts;

tax deduction (50% – 90%) is established for businesses that invest in modernization of existing facilities;

the large investors and entities are allowed to rent land plots without competitive bidding.

Two industrial parks on the territory of Vyatsky Polyany and the Yuryansky district are developing. They are provided with transport, engineering and business infrastructure.

Residents of these park are as may enjoy Сorporate Property Tax:

- 0% CPT during the first three years and 1.1% during the subsequent three years;

- 1.1% during the subsequent three years;

- 6% by using the simplified taxation system;

- 0% for special contracts.

The investors who are to conclude an investment agreement with the competent public authorities of the Kirov Region in order to obtain tax incentives. They also have the right for VAT reimbursement.

The region has the opportunity to use the budget funds for the creation of infrastructure facilities. (Resolution of the Government of the Russian Federation No. 1704 of 19/10/2020)

Single – industry towns develops according to the framework between the Kirov Region and the «Monotowns Development Fund” (MDF).The Kirov Region have 3 agreements with MDF about co-financing of expenses. MDF donated about 0.5 billion rubles to region.

Concessional lending is offering as a source of financing for investment projects of the region:

preferential loans for investment purposes and replenishment of working capital in the amount of 3 million rubles to 1 billion rubles at a rate of 8.5 to 10.6%;

«Monotowns Development Fund» provides preferential loans in the amount of 5 million rubles to 1 billion rubles for 15 years at a rate 0-5%;

Corporation for the Development of Small and Medium Enterprises provides preferential loans in the amount of 200 million rubles at a rate of 6 to 8%;

Regional State Fund for Industrial Development of the Kirov Region provides loans in the amount of 20 to 100 million rubles for 5 years at a rate of 1-5%;

Kirov Regional Fund of Support of Small and Medium Business provides loans in the amount of 5 million rubles for a period of up to 3 years.

The Kirov Region pays special attention to the development of innovative clusters. Cluster Development Centre was established in 2014 to implement the cluster policy of the Kirov Region realizing its activities on the one stop principle. Center supervises the work of four territorial innovation clusters of the Kirov region: the biotechnological, the biopharmaceutical, the information technology and the tourist. Center provides complex services to small and medium – sized businesses.

International Relations, Agreements with Foreign Partners

The Government of the Kirov Region pays particular attention to trade and economic cooperation with far abroad and the CIS countries. It generally takes into consideration the social and economic interests of the region, including the interests of local business society, evaluates possibilities to attract foreign investments for upgrading and diversification of production and transfer foreign high technologies.

In 2011 the Kirov Region Export Promotion Center (hereinafter referred to as the Center) was established to promote regional small and medium enterprises in international markets.

In 2020 the Center organized the participation of 24 companies in 8 foreign exhibitions with individual and collective regional stands of Kirov Region on the territory of Uzbekistan, Poland, Germany, Austria, Turkey.

Nowadays there exist 16 agreements on trade, economic, scientific, technical and cultural cooperation between the Kirov Region and the regions and state authorities of foreign countries. The Kirov Region actively cooperates with the Republics of Belarus, Kazakhstan, Azerbaijan, Germany, the People's Republic of China, Ireland, Italy, Latvia, and Sweden.

The citizens of the region also take part in various foreign conferences, exhibitions, forums and sport competitions.

External Trade

For the 1st quarter of 2021 the external trade turnover of the Kirov Region amounted to $334,44million and increased $47,181 million(+16.4%) compared on the same period in 2020. Exports increased $32,490million (+17.8%) and amounted to$215,45 million, imports increased $14,69million (+14.1%) and was equal to $118,99 million.

The trade to the non–CIS countries for the 1st quarter of 2021 amounted to$300,99 million, compared to the same period in 2020 increased $52,6 million (+21.2%).

 

The Kirov Region exported to the non-CIS countries the following commodities:

Fertilizers (31 groups of the Customs Code of the EAEU) - 35.5%;

Timber and Woodproducts, charcoal (group 44) - 31.5%;

Products of inorganic chemistry (group 28) - 11.9%;

Ferrous metals (72 group) – 6.3%;

The Kirov Region imported from the non-CIS countries the following commodities:

Organic chemical compounds (group 29) - 56.3%;

Equipment and mechanical devices, their parts (group 84) - 16.2%;

The trade to the CIS countries for the 1st quarter of 2021 amounted to $ 33,46 million, compared to the same period in 2020 decreased $5,43 million (-14%).

The trade partners of the Kirov Region in the 1st quarter of 2021 were 99 countries. The key foreign partners are far-abroad countries. The turnover with these countries amounted
to 90 % of  the total volume of the external trade turnover, esp. in export – 88,1%.

Science and Education

There are major scientific research and design institutes in the Kirov Region. Among them are:

- Federal Agricultural Research Center of the North-East named after N.V. Rudnitsky;

- All-Russian Research Institute of Hunting and Fur Farming named after B.M. Zhitkov;

- Kirov Research Institute of  Hematology and Blood Transfusion;

- Research and Design Institute of Biotechnology Industry;

- Research Design and Survey Institute «Kirovproekt»;

- Research Institute of Computer Equipment.

 

The Biopolis research and education center was established at the premises of our biopharmaceutical complex NANOLEK on the initiative of the Governor of the Kirov Region Igor Vasiliev and is about to become a large-scale project both in the region and on a global scale. This will enable to strengthen and scale up the biotechnological capacities for the production of the latest, state-of-the-art innovative and much-in-demand immunological drugs. The participants of the Biopolis are the leading research centers: the Kurchatov Institute, the M. P. Chumakov Research Center of the Russian Academy of Sciences, the Russian Foundation for Basic Research, the Kirov State Medical University, the Vyatka State Agrotechnological University, the Vyatka State University, the pharmaceutical company «Invak».

Culture and Local Traditions

The history of the Vyatka is inextricably connected with the life and work of the famous masters of the art and devotees of culture, such as the writers Alexander Hertzen, Mikhail Saltykov-Shchedrin, Vladimir Korolenko. Alexander Grin, the architect Alexander Vitberg, the classics of the Russian painting Ivan Shishkin, Victor and Appolinary Vasnetsov, the composer Pyotr Tchaikovsky and the great opera singer Fyodor Shalyapin.

The Kirov Region has: 3 regional state theaters, 652 libraries, 570 cultural and leisure organizations, 69 schools of art, 2 concert organizations, 3 professional educational organizations in the field of culture, about 40 museums, including the A.S. Grin Museum in Kirov – the only one in Russia, the memorial house-museum of V.M. and A.M. Vasnetsovs in the village of Ryabovo in the Zuevsky district, the House-Museum of I.S. Konev in the Podosinovsky district, the Vyatka Paleontological Museum, the Museum of the history of the peasantry in the Kotelnichsky district.

In the early 20th century the Vyatka Governorate took the first place in the number of craftsmen.More than 10 folk arts and crafts are developing in the Kirov Region now: the Dymkovo toy, the Vyatka bobbin laces, handicraft of root burls and the birch bark, the Vyatka matryoshka, wood carving, inlay and painting, plaiting of wicker, birch bark, pine roots, straw, bast, reed mace and other plant materials; pottery, weaving, garments of linen cloth with embroidery, of  leather and fur, artistic smithery and casting.

Handicrafts can be seen in the «Center of Modern Folk Decorative and Applied Art of the Kirov region». The center is located at the address: Kirov, Vorovsky str., 52. The products of folk art crafts brought as a souvenir will remind you of the hospitable Vyatka region for a long time. Masters of folk crafts generously share their talent: any guest who comes to the workshop can take part in the production of a man-made miracle, touch creativity. Both adults and children willingly attend master classes in the centers of folk crafts.

Natural resources:

There are 177 protected territories in the Kirov region with a total area of  366,064thous. ha., among which there are

- 1 State Nature Reserve of federal importance «Nurgush»;

- 155 protected territories of regional significance, including: 3 state nature reserves of regional significance «Pizhemsky», «Bylina», «Bushkovsky forest»; 151 natural monuments of regional significance; «Green zone of the cities of Kirov, Kirovo-Chepetsk and Slobodsky»;

- 21 protected natural areas of local significance.

 

Historical:

-12 ancient cities and settlements have the status of historical;

-1222 objects of cultural heritage are under state protection, 563 - of federal importance.

 

Travel companies:

There are more than 140 travel companies in the Kirov Region, 12 of them are included in the federal register of tour operators. Each regional tour operator has translators from common foreign languages: English, German, Italian and Chinese.

There are 213 accommodations and more than 40 recreation organizations in the region, including sport and tourist centers, recreation centers, family health centers and recreation centers.
