Press release on Foreign Minister Sergey Lavrov’s upcoming participation in the ministerial session of the Council of the Baltic Sea States

On May 19, Foreign Minister Sergey Lavrov will attend a ministerial session of the Council of the Baltic Sea States (CBSS) that will be held via video conference.

The CBSS was established in 1992 and includes, besides Russia, Denmark, Estonia, Finland, Germany, Iceland, Latvia, Lithuania, Norway, Poland, Sweden and the European Union. The members chair the council on a rotational basis for one year at a time. Denmark is currently presiding at the council for the period between July 2019 and June 2020.

The CBSS is a key format of intergovernmental cooperation in the Baltic region. The fundamental elements of cooperation within the council include a political dialogue based on annual meetings at the level of foreign ministers and practical cooperation – mainly, concerted efforts by industry-specific groups.

In its activities, the CBSS adheres to the following long-term priorities: Safe Region; Sustainable and Prosperous Region; and Regional Identity.

The members maintain consistent cooperation in the area of soft security, including measures against human trafficking, nuclear and radiation security, civil defence and protection of children’s rights. There is also cooperation between the prosecution and border services of the CBSS members. The group of personal representatives of the Baltic states’ heads of government on organised crime features prominently in the architecture of this multilateral interaction.

In recent years, the CBSS members have advanced their cooperation in such promising areas as sustainable marine economy; science, research and innovation; and employment and the labour market.

The members also attach great importance to activities in the area of education, youth cooperation and preserving the region’s cultural heritage.

The Council’s project-based activity is also developing rapidly. In 2012, the CBSS launched a foundation to finance its projects, with its budget funded by the members’ solidarity contributions.

The agenda of the upcoming meeting includes topical issues, such as the impact of the COVID-19 pandemic on regional cooperation, countering cross-border threats, including organised crime, nature conservation and climate-related challenges, as well as the development of youth contacts.

The session participants will approve a new version of the CBSS constituent documents which was drafted as part of reforms to the organisation during 2018 ̶ 2020 and which formalises the measures to increase the Council’s productivity, make it more flexible and improve its coordination with other multilateral cooperation formats.

Following the session, the participants plan to adopt a joint declaration aimed at the further development of multilateral interaction in the Baltics.

Sergey Lavrov’s press point will be streamed live on this website beginning 5 pm Moscow time (approx.) and be available on the Foreign Ministry’s social media.
