Foreign Minister Sergey Lavrov’s opening remarks at the Russia-ASEAN Ministerial Meeting, Bangkok, July 31, 2019
Madam Co-Chair, Ms Retno Marsudi,
First of all, I would like to join in the words of gratitude to our Thai hosts for the warm welcome and the excellent organisation of this event. A special thanks to Indonesia, which is making a concerted effort to promote the Russia-ASEAN dialogue as its coordinator.
This meeting is the first one since relations between Russia and ASEAN have been upgraded to strategic partnership, as agreed by our leaders and officially announced at last year’s Russia-ASEAN summit in Singapore. The agreements reached there have laid the foundation for further building up cooperation in all areas, and set new tasks for us. I am pleased to state that the parties have begun to implement them promptly and without delay.
I would especially like to note the increased level of coordination in the international arena. Our countries for the most part share the same foreign policy philosophy and approaches to dealing with modern problems exclusively through negotiations and dialogue. This is especially important in the current difficult situation in the world.
Practical cooperation between Russia and ASEAN is being consolidated, as new promising tracks are opening up, and mutually beneficial joint projects are being successfully implemented.
At today's meeting, we expect to outline additional steps to develop cooperation in the political, economic and socio-cultural fields, to exchange views on a wide range of issues on the global and regional agenda, including building an equal and indivisible security architecture, adequate to the modern realities in the Asia-Pacific region.
We consider it fundamentally important to strengthen the system-building role of ASEAN and ASEAN associations such as the East Asia Summit (EAS), the ASEAN Regional Forum (ARF), and the ASEAN Defence Ministers Meeting with Dialogue Partners (ADMM-Plus).
I am looking forward to a frank and constructive conversation in the spirit of our strategic partnership.
