Press release on Foreign Minister Sergey Lavrov’s telephone conversation with Foreign Minister of the Arab Republic of Egypt Sameh Shoukry

The telephone conversation between the foreign ministers of Russia and Egypt took place at the latter’s initiative.

During the conversation, the ministers discussed in detail the prospects for the development of the situation in the Middle East and North Africa.

They reaffirmed their common positions on the lack of alternatives to a political settlement in Libya and emphasised the need for the cessation of hostilities and the resumption of meaningful talks between the confronting Libyan sides. In this context, the ministers supported a programme for overcoming the crisis in Libya, which was proposed by President of the Libyan House of Representatives Aguila Saleh. This programme could become the foundation of intra-Libyan dialogue in promoting the development of the Berlin process.

Discussing settlement issues in the Middle East, the ministers supported the invigoration of the concerted efforts of the international community, including the participants of the Quartet of international mediators and Arab League members, with a view to resuming direct Palestinian-Israeli talks under the UN aegis as soon as possible. These talks must be used to resolve the issues of the final status and to achieve a comprehensive peace agreement. The ministers noted that annexing sections of Palestinian land on the West Bank of the Jordan River will threaten the prospects for the two-state solution to the Palestinian-Israeli problem and could provoke a new and dangerous round of violence in the region.

The ministers also discussed Egypt-Ethiopia relations in connection with the construction of the Grand Renaissance Dam on the Blue Nile River. Mr Lavrov welcomed the agreement to resume consultations between Cairo and Addis Ababa in the near future. He said they should be started as soon as possible with a view to finding compromise solutions that will make it possible to overcome the persisting differences.

The ministers praised Russian-Egyptian relations and reaffirmed the mutual commitment by Moscow and Cairo to carry out the agreements on promoting versatile cooperation, which were reached at the presidential level and are based on the 2018 bilateral Treaty on Comprehensive Partnership and Strategic Cooperation.
