Comment by the Russian Ministry of Foreign Affairs regarding the first report by the International consultation group under the aegis of the Council of Europe to assist in the investigation into violations in Ukraine (ICG-CE)

The Russian Federation follows closely the practical activities of the International consultation group under the aegis of the Council of Europe to assist in the investigation into violations in Ukraine (ICG-CE) starting from 30 November 2013. Taking into consideration the decision by the Committee of Ministers of the Council of Europe about the creation of the ICG-CE made in February 2014, we want that the mandate of this Group provides to leaders and employees of the law enforcement block in senior and local authorities of Ukraine, real and highly qualified assistance they need in the investigation into the causes of the violations committed in the extremely complicated political situation in Ukraine.

The information laid down in the first report by members of this group of the 10 September and the publication of a press release by them on the steps made on the 12 September give us a reason to state the fact that the ICG-CE has finally started its work.

Additionally, any attempts to artificially limit the timeframe of competence of this Group preventing it from investigating the tragedy in the House of Trade Unions in Odessa on the 2 May, and other outrageous violations of human rights in Ukraine, which came along with the launch of the so-called counter-terrorism operation in the South-East of Ukraine, are absolutely unacceptable. It is even stranger,as Ukraine made such promises many times, including at summit level, from the rostrum of the Parliamentary Assembly of the Council of Europe.

It is unacceptable that, according to the information contained in this report, the Ukrainian authorities are not sufficiently open for cooperation with ICG-CE, even the requests of the Group on the conflicts in the Euromaidan were frequently ignored or explicitly "hushed up".

We expect that the Ukrainian authorities will finally officially agree to business like interaction with ICG-CE and investigation in the near future into the events in Odessa on the 2 May, in Mariupol on the 9 May and other violations which the European and world community is concerned about the most..

We urge member states of the Council of Europe to influence Kiev with regard to this matter to the extent possible.
