Mr Moniz,

I am delighted to see you again in your new capacity, no less important than your former position. When you served as US Secretary of Energy, we successfully agreed on a large number of mechanisms regulating US-Russian cooperation in the peaceful use of nuclear energy. In a multilateral format, working together with representatives from Russia, Europe, the US, China and Iran, you also managed to work out a document highly important for the entire international community – the Joint Comprehensive Plan of Action (JCPOA) on Iran’s nuclear programme. Unfortunately, it has come under strong pressure, as have many other aspects of nuclear non-proliferation and disarmament.

I was pleased to read your article co-authored with Senator Sam Nunn about the fate of the INF Treaty, and how the current situation around it affects global stability and strategic security. We certainly share the main point you make in the article about a nuclear war being unacceptable. You may know that a year ago, we invited our American colleagues to replicate the joint experience of the Soviet Union and the United States and make strong top-level political statements that a nuclear war cannot be won and must never be fought.

I would be very interested in hearing your assessments of the situation, especially in light of your participation in the Moscow Nonproliferation Conference, which opened today. I am going to attend tomorrow.
