Mr Minister,  


We are delighted to be welcoming you to Moscow. In addition to my messages, I would personally like to congratulate you once again on your appointment as minister of foreign affairs of the Socialist Republic of Vietnam (SRV) half way through 2021. In your previous position, you were in charge of relations with the Russian Federation for almost a decade.  We are quite sure that there will be  continuity of these relations.

Our relationship is characterised as a comprehensive strategic partnership.  We have maintained a busy political, economic and technological dialogue, investment ties and highly versatile humanitarian contacts. 

We have cooperated closely on the international arena, specifically in the Asia Pacific Region, where Vietnam is one of Russia’s main partners, including when it comes to UN operations.   

Today, we have a well-timed opportunity to discuss all the spheres of our cooperation taking into account the assessments and objectives that came up in our presidents’ telephone conversation that took place on September 16 of this year.
