Foreign Minister Sergey Lavrov’s answer to a media question, Moscow, August 20, 2019
Question: Could you comment on the US cruise missile test?
Sergey Lavrov: We have made a comment already. We said that this was being prepared for a long time, long before August 2, when the legal obligations of the parties to the Treaty on the Elimination of Intermediate-Range and Shorter-Range Missiles (INF Treaty) formally expired.
All this has been known since last October, when John Bolton, the Assistant to the US President for National Security Affairs, visited us. He said that US President Donald Trump’s statement about the need to withdraw from the INF Treaty was not an invitation to dialogue but a final decision. Apparently, even then, and maybe even prior to that, they began to prepare the tests that took place today, which violate the requirements of the INF Treaty.
