Comment by Konstantin Dolgov, the Russian Foreign Ministry’s Commissioner for Human Rights, Democracy and the Rule of Law, regarding the situation with the Russian national Konstantin Yaroshenko
We consider the decision of the United States to refuse the transfer of Konstantin Yaroshenko, condemned by the Court of New York, to Russia under the 1983 Council of Europe Convention, unfounded.
We are forced to state that the US authorities who have already pushed a guilty verdict through their courtsagainst our national, despite the fact that this was quite a shaky case, are now attempting to save their face. In doing this, they are using invented and groundless references that his alleged "offences" were serious. We are especially outraged that the United States cynically ignored the humanitarian aspect – the health of Konstantin Yaroshenko, which was ruined as a result of beatings and tortures during his arrest, as well as a lack of adequate medical aid during his prison term.
We emphasise: the United States are to be held fully responsible for the life and health of our national. We are requesting again that he be ensured humanistic detention conditions, including any necessary treatment according to international standards.
We view Konstantin Yaroshenko's situation as an absolutely unacceptable one, which seriously harms our bilateral relations and interaction in the law enforcement sector.
For our part, we will continue to provide the Russian national with consular and legal aid.
