Phone conversation between the Russian Foreign Minister, Sergey Lavrov, and the US Secretary of State, John Kerry

On the 14 June, a phone conversation took place between the Russian Foreign Minister, Sergey Lavrov, and the US Secretary of State, John Kerry, at the initiative of the Americans. They discussed the situation in Ukraine in the context of international assistance in stopping violence in South-Eastern regions and setting up a wide internal Ukrainian dialogue on the basis of the OSCE "roadmap" and the Geneva Statement of the 17 April.
The head of the Russian Foreign Service underlined the need to stop the punitive operation in the South-East immediately, which is continuing despite Kiev's assurances to stop bloodshed. It was especially noted that military actions, artillery shooting and air strikes against populated areas result in many casualties among civilians and provocations of Ukrainian military personnel at the border with Russia, including the cases of trespassing the state border regime, which have become quite frequent were taking place.
In this regard, Sergey Lavrov appealed to the United States to use its influence on Ukrainian authorities to push them to a more realistic assessment of the situation, to accept the fact that there is no prospect of a plan involving the forceful resolution of the internal conflict and to steer them toward the beginning of direct negotiations with representatives of South-Eastern regions about an immediate cease fire and the provision of urgent humanitarian aid to the suffering population.
The Russian minister also expressed a hope for Washington's assistance, taking into consideration its close ties with Kiev, in the creation of favourable conditions for finding generally acceptable agreements at negotiations about the gas supply to Ukraine and the consequences of the planned signature of the association agreement between Ukraine and the EU.
The Secretary of State promised to devote his personal attention to these issues.
Sergey Lavrov and John Kerry expressed their concerns about the drastic destabilisation in Iraq as a result of actions of the terrorist group, Islamic State of Iraq and the Levant. In this regard, they discussed the need of additional efforts to organise a dialogue with the participation of all the leading countries of the region and taking into consideration complicated general regional processes, including the situation in Syria and around it.
The issues regarding the completion of the operation to remove components of chemical weapons from Syria were also touched upon. The mutual disposition to continue interaction in the interests of a speedier resolution of this task was confirmed.
