Geographical position and landscape

Ryazan region is located in the center of the European part of Russia between the Central Russian and Volga Uplands in the central part of the Russian Plain.

The Oka River divides the region into two parts: the northern - forest, where coniferous species predominate, and the southern, including zones of broad-leaved forests and forest-steppe.

Ryazan region is part of the Central Federal District. It borders on the Vladimir, Nizhny Novgorod, Penza, Tambov, Lipetsk, Tula, Moscow regions and the Republic of Mordovia.

 

Natural resource potential

The basis of the mineral resource base of the Ryazan region is explored deposits of minerals: brown coal, glass and molding raw materials, refractory clays, cement raw materials, building stones, fresh and mineral waters, peat, building sand, loam and others.

The forest cover of the Ryazan region is 25.4%, the main species of forest plantations are: conifers (pine, spruce), hardwood (oak), softwood (birch, aspen, alder, linden).

The recreational resources of the region are diverse and promising for organizing recreation and tourism. The Oksky State Nature Biosphere Reserve and the Meshchersky National Nature Park are located on the territory of the region.

 

Administrative-territorial division

As of 01.01.2025, the Ryazan region includes: 2 urban districts, 7 municipal districts, 18 municipal districts, in which there are 21 urban and 157 rural settlements. There are 12 cities, 21 urban-type settlements, 2747 rural settlements on the territory of the region.

The administrative center is the city of Ryazan. It is home to about 48% of the region's population.

The share of the urban population is 71.5%, the rural population one is 28.5%.

 

Transport infrastructure

Ryazan region has a fairly developed transport structure. The region is located
on transit highways and railways connecting the federal center with the south
of European Russia and the Urals, and further with the Asian part of the Russian Federation (highways M-5 "Ural", R-22 "Caspian", R-132 "Golden Ring").

Road communication is carried out on public roads of federal, regional, inter-municipal and local significance.

There are four railways in the region - branches of JSC "Russian Railways": Moscow, South-East, Kuibyshev and Gorky. In the city of Ryazan there are two railway stations: station Ryazan-I, connecting Moscow with the Eastern part of Russia and station Ryazan-II, connecting the capital with the Southern region
of the country.

Navigation is carried out on the main waterway of the region - the Oka River, which flows into the Volga River. The river has connections with the cities of Moscow, Kolomna, Kasimov, Murom, Pavlovo, Nizhny Novgorod. There are 3 berths for cruise ships:

- the village of Konstantinovo, Rybnovsky District (berth wall);

- the city of Kasimov (pontoon berth);

- the city of Ryazan (landing stage).

In the territory of the Ryazan region regular passenger air transport is not available. The main facility for the development of aviation is the State Budgetary Institution "Regional Airport "Protasovo", which is located 20 km from the regional center. Aviation activities are also carried out at the landing sites of Panino (Spassky District), Krutitsy (Shilovsky District).

 

Labor resources

The labor force of the Ryazan region at the end of 2024 amounted to 528.5 thousand people, or 49.2% of the total population of the region. The main share falls on the employed (97.8%), the share of unemployed was at the level of 2.2%.

Industry, education, construction, transportation and storage, healthcare and provision of social services, agriculture make about 24%, 9%, 8%, 7%, 7% and 6% of the total employment, respectively.

 

Economic development

The Ryazan region has a highly developed industrial, agricultural, construction complex and modern social infrastructure.

The volume of gross regional product in 2022 amounted to 619.2 billion rubles. Over the past 10 years, it has grown by 2.4 times (253.9 billion rubles in 2012). According to statistics, in 2020-2022, GRP in comparable prices increased by an average of 2.2% annually, in 2023-2024 the dynamics are estimated at 103.2%.

The structure of GRP is as follows:

  • industry - 28.9%,
  • trade - 14.2%,
  • real estate operations - 14.1%,
  • agriculture - 9.8%,
  • transport - 5.5%,
  • education - 4.4%,
  • construction - 4.1%,
  • healthcare - 4.0%.

 

Industrial production

The industry of the Ryazan region is the basic sector of the regional economy, holding the main share in GRP. Its distinctive feature is the high proportion
of manufacturing (90% of the total volume of shipped products).

In recent years, the industry has been developing at an accelerated pace.
In 2020-2024, production output increased by almost 50%, which is more than 3 times higher than the Russian average. In 2024, the industrial production index was 109.9%. According to this indicator, the Ryazan region is in 14th place among the constituent entities of the Russian Federation and in 4th place in the Central Federal District.

The dynamics of industrial development is determined by food production (its share in industrial product shipments is 14.7%), electronic and optical products (11.6%), production of building materials (10.5%), oil refining (10.1%), electric power (8.8%), production of metal products (7.6%), rubber and plastic products (5.6%), and pharmaceuticals (3.9%).

Among the significant industries, radio electronics can be singled out.
Its development is determined by enterprises of the military-industrial complex, which have unique competencies and technologies.

Another basic industry is building materials production. The Ryazan region is rightfully considered the roofing capital of Russia; 10 plants of the “TechnoNIKOL” group of companies are based in the region. In addition, there are major cement and glass producers in the region, which are companies of the CEMROS holding and “Larta Glass Ryazan” company.

Enterprises of the processing industry present a wide range of products. According to the results of 2024, the Ryazan region is the 1st in the Central Federal District and 2nd in Russia in the production of modified starch, 2nd in Russia in the production of flour, 1st in the Central Federal District and 3rd in Russia in the production of canned fish.

As for the consumer goods, children's and stationery goods production
develops. The production and trading holding "Relief-Center" is a leader
in the wholesale market of stationery in our country, successfully developing
export-oriented production under its own trademarks.

Industrial clusters are actively forming. Currently, enterprises participating
in 17 clusters implement a number of joint projects aimed at producing import-substituting production.

 

Agriculture

The region's agriculture is characterized by sustainable dynamic development. In terms of its contribution to the all-Russian volume of agricultural production (which is 1.4%), the Ryazan Region ranks 9th among the subjects of the Central Federal District.

Agricultural lands make up 92.1% of all agricultural territory, arable land make 58.3% of them. The soil cover of the region consists of 3/4 gray-forest
and sod-podzolic soils.

The leading industries are animal husbandry (cattle and pigs breeding, egg production) and crop production (wheat, rapeseed, sugar beets, potatoes).

In 2024, agricultural products were produced for 120.9 billion rubles (65.6 billion rubles in 2019) with a growth rate of 101.1% (96.8% on average in Russia). This is the third position in the Central Federal District. It should be noted that in terms of dynamics, the Ryazan Region also held leading positions in 2020 and 2022 (first and second places in the Central Federal District, respectively).

Milk production in 2024 made 648.8 thousand tons, and increased of 26% over five years. Meat production increased by 45.5% over the same period
and reached 124.6 thousand tons. 1.4 billion eggs were produced in the region in 2024. The Ryazan Region is among the top five of the Central Federal District in the production of the main types of agricultural products, namely 3rd place in egg production and 4th place in milk production.

In crop production, in terms of production of grain, oilseeds, sugar beets, the Ryazan Region is consistently among the top ten regions of the Central Federal District. Over the past five years, records for the gross harvest of grain crops have been updated twice (2.8 million tons in 2020 and 3.1 million tons in 2022). In 2024, a record of 600 thousand tons was set for the gross harvest of oilseeds.

 

Investments

The region is systematically working to attract new investors and assist existing enterprises in implementing investment initiatives, developing support infrastructure, simplifying business procedures, and creating a comprehensive investment infrastructure. A regional investment standard has been introduced.

In 2024, the volume of investments made 120.2 billion rubles against
69 billion rubles in 2019. Starting from 2021, investments
in the economy have been increasing at an average annual rate of 107.6%.

In January-September 2024, the volume of investments in fixed assets amounted to 75.5 billion rubles or 117.4% (108.6% on average in Russia). This is 5th place in the Central Federal District in terms of dynamics. More than 100 investment projects are being implemented for a total sum of about 310 billion rubles.

The territory of advanced socio-economic development "Lesnoy" is actively developing. There are 4 organizations in the register of residents with a volume
of investments of about 800 million rubles. They will create 560 new jobs
(as of 01.01.2025).

A private industrial park "Karandash" operates on the site of the priority development area. In 2020, the park was included in the register of the Ministry
of Industry and Trade of Russia. Five SME residents specialize in the production
of stationery: notebooks, albums, files, folders, binders, crayons for creativity, pencils.

The implementation of the project to create the industrial park "Ryazansky" with a ready-made infrastructure is at the final stage. With the use of funds from the restructuring of federal budget loans, work is underway to create an agro-industrial park in the Ryazan region. It is envisaged to build electricity and gas supply networks, water supply and sanitation systems, and highways.

Regional support measures facilitate modernization and expansion
of production, equipment upgrades, as well as new production lines put into operation.

Tax benefits on property, transport, and profit taxes are applied, including investment tax deductions (categories of recipients of investment tax deduction
are the participants of the federal project "Labor Productivity", residents of industrial clusters, technology parks, and industrial parks, manufacturers of import-substituting products and others).

 

Construction

The amount of work completed in the "Construction" activity by the end of 2024 amounted to 93.6 billion rubles, which in comparable prices is 17.1% more than it was in 2023.

In total, for the period of 2020–2024, the amount of work completed in the "Construction" activity increased by almost a quarter. The highest performance was recorded in 2023-2024, when the region ranked 3rd in the Central Federal District.

Housing construction makes a significant contribution to the development
of the indicator. In 2024, more than 600 thousand square meters of housing were commissioned. 29 thousand families improved their housing conditions. At the same time, there are significant future prospects. The volume of unfinished construction in the region is 1.6 million square meters.

Over the past few years, the Ryazan region has been one of the leaders among the regions of the Russian Federation in terms of the average housing area per capita, ranking 2nd in the Central Federal District and 4th in the Russian Federation.

 

 

Consumer market

A multi-format trade system has been formed in the region. It fully meets the needs of the population. In the consumer market there are 12.6 thousand enterprises employing about 86 thousand people or 18% of the employed population.
The provision of retail space is 7.057 retail facilities, which is 2.2 times higher than the estimated standard.

In 2024, goods worth 346 billion rubles were sold through the retail network, which is 9% more than a year earlier (6.9% on average in Russia).

 

Communications and information technology

Telecom operators provide a wide scope of local/intra-zone, long-distance and international telephone communications, mobile communications, postal communications, television and radio broadcasting, telematic services and data transmission services.

The mobile communications services market has the highest growth rates, with all the major mobile operators present.

Federal and regional projects to address digital inequality are successfully implemented in the region. During 2023–2024, 53 mobile base stations
were installed in rural areas with a population of 100 to 500 people, 11 of which were financed from the regional budget.

According to Rosstat, as of the beginning of 2024, the share of households with a broadband access to the Internet was 88.9%.

100% of mass socially significant government services have been translated to electronic form.

The MFC has 57 workstations in the user support sectors, where MFC employees consult citizens when working with electronic services. 83.2 thousand services were provided electronically.

Currently, 170 companies with state accreditation operate in the IT industry of the region. Among them there are 28 copyright holders which use 38 software products.

 

Banking system

3 credit institutions (Prio-Vneshtorgbank (PAO), Vyatich Bank (PAO), ZHIVAGO BANK (LLC), 2 branches of banks from other regions (Sberbank PAO and Rosselkhozbank JSC), 187 additional offices, as well as 2 mobile offices of the Ryazan branch No. 8606 of Sberbank PAO and a representative office of the credit institution Drive Click Bank LLC are represented in the Ryazan region as of the beginning of 2025.

 

Education

The system of higher education and secondary vocational education includes 13 universities and branches, where about 30 thousand students study in all forms
of education, and 28 vocational education institutions with a student contingent
of over 26 thousand people. Training in universities is carried out in more than
147 specialties, in colleges and technical schools in 135 educational programs.

Four clusters of secondary vocational education have been created
in the region: Mechanical Engineering, Tourism and Services, Radio Electronics
and Agrocluster.

 

Healthcare

The health care system has shown a positive trend in recent years.

The material and technical base is constantly being strengthened:
new hospitals and clinics, feldsher-midwife stations and medical outpatient clinics are built. In 2024, as part of the implementation of the regional project "Modernization of Primary Health Care", 33 block-modular structures (FAP)
were put into operation. The construction of a new clinic of the State Budgetary Institution of the Ryazan region "City Clinical Hospital No. 11" is underway.

Medical institutions are equipped and upgraded with modern equipment. New technologies are introduced in the treatment of patients.

Large medical institutions perform operations unique to the region.

The three-tier health care system is being improved.

Digitalization of the health system of the region continues.

 

Culture

Ryazan Region is the birthplace of academician Ivan Pavlov, poet Sergei Yesenin, founder of cosmonautics Konstantin Tsiolkovsky, singers Pirogov brothers, geographer and traveler Pyotr Semenov-Tyan-Shansky, outstanding breeder Ivan Michurin.

There are 4 state theaters, 1 philharmonic society, 28 museums, 545 cultural and leisure institutions, 606 libraries, 63 educational institutions in the field of arts, a circus, and a park of culture and recreation in the region.

The central annual event of cultural life is the International Forum of Ancient Cities, organized by the Government of the Ryazan Region under the auspices
of the Commission of the Russian Federation for UNESCO. The calendar of events includes: the International Festival of Performances about Love "Dates
on Teatralnaya", the International Festival of Puppet Theatres "Ryazan Shows",
the All-Russian Festival of Folk Art dedicated to the composer A.P. Averkin,
the All-Russian Yesenin Festival, the Interregional Military-Historical Festival "Battle on the Vozha river", the Interregional Festival of National Books "The World of Reading ", and the Arts Festival "Kremlin Evenings".

 

Sights

One of the main sights of the Ryazan region is the Ryazan kremlin, the heart of the city of Ryazan. Today you can see six stone churches of the 15th-17th centuries and the towers of the ancient Spassky Monastery on its territory.

One of the most famous places of the Ryazan region is the State Reserve Museum of S.A. Esenin, where the estate of the poet's parents is located.

Interesting places to visit include the complex "Estate Museum of Academician I.P. Pavlov". This is a museum of the brilliant scientist, physiologist, the first Russian Nobel Prize laureate Ivan Petrovich Pavlov.

Of great interest is the Ryazan Art Museum named after I.P. Pozhalostin, which is called the "Ryazan Tretyakov Gallery". The permanent collection presents works by famous masters of Russian art - V.A. Tropinin, A.G. Venetsianov, I.K. Aivazovsky, A.K. Savrasov, I.I. Levitan, I.I. Shishkin, I.E. Repina, V.I. Surikov, K.A. Korovina.
