RUSSIA-PORTUGAL RELATIONS

Political relations: Diplomatic relations between Russia and Portugal were maintained from 1779 until 1917. Diplomatic relations with the USSR were established on June 9, 1974. On December 26, 1991, the Portuguese Government decided to “recognise the Russian Federation as a sovereign state, which has undertaken the USSR’s rights and international obligations in all their entirety, including those deriving from the UN Charter.” In 1994, during the official visit of Prime Minister Anibal Cavaco Silva, Russia and Portugal signed a permanent Treaty of Friendship and Cooperation.

Portuguese heads of state have visited Russia three times. Russian Presidents have been to Portugal four times, the latest visit in November 2010. The last visit of Portuguese President M. Rebelo de Souza to Moscow took place in 2018.

High-level contacts were also regular: Russian Foreign Minister Sergey Lavrov visited Lisbon for the last time in 2018, and ex.Portuguese Foreign Minister A.Santos Silva was in Moscow on a working visit in 2021.

Trade and economic ties: Russian-Portuguese trade and economic relations are maintained in the framework of decisions and tasks of the Russian-Portuguese Mixed Intergovernmental Commission for Economic, Industrial and Technological Cooperation established in 2001. Since March 2020 the Russian co-chairman is the Minister of Justice of the Russian Federation K.A.Chuychenko. The VII session took place in Lisbon from 5 to 7 December, 2018.

In 2022 the bilateral trade turnover significantly decreased and amounted to 737,2 million euros. Export decreased by 50,5% and amounted to 88,154 million euros, import – by 39,2% (648,976 million euros).

Culture: The core document for this cooperation is the Russian-Portuguese Agreement on Cultural and Research Cooperation signed on July 21, 1994. Traditionally Russian-Portuguese cultural and humanitarian ties were diverse and stable, but recently the development of these relations has slowed down.

PORTUGAL

General information: Portugal (the Portuguese Republic) is situated along the Atlantic coast on the Iberian Peninsula and also on the archipelagoes of the Azores and Madeira in the Atlantic Ocean.

Area: 92,100 square kilometers, including islands over 3 thousand square kilometers. The width of the territorial waters is 12 miles, the economic zone is 200 miles. It has a land border with only one country, Spain.

Capital: Lisbon (population with suburbs, 2.8 million).

Political system: - parliamentary republic with reciprocal limitations of presidential, parliamentary and governmental powers.

Head of the state – President Marcelo Rebelo de Sousa (second consecutive term since 2021).

Supreme legislative authority: the Assembly of the Republic, a unicameral parliament composed of 230 deputies elected for four years. According to the results of the early parliamentary elections held in January 2022, the Socialist Party (SP) received 120 seats, guaranteeing itself an absolute majority, the Social Democratic Party (SDP) - 77, the "Chega!" party - 12, the Liberal Initiative - 8, the Portuguese Communist Party - 6, the Left Bloc - 5, The People, Animals, Nature association and the Liberty Party each have one mandate. The People's Party (NP) has lost representation in parliament.

The Prime Minister - Antonio Costa (SP), since November 2015.

Administrative and territorial structure - a unitary state with autonomous regions - archipelagos Azores and Madeira

Official language- Portuguese, a small ethnic group living in the province of Tras-os-Montes speaks Mirandese.

National holidays - Day of Portugal, Camoes and the Portuguese Communities marked on June 10, the day when outstanding Portuguese poet Luis de Camoes died (1580). April 25 – Freedom Day (the anniversary of overthrowing the Salazar – Caetano regime in 1974) and Republic Day, October 5 (republic proclaimed in 1910).

Currency - Euro since January 1, 2002.

Social and economic situation – In 2022 according to the Portugal Investment agency the volume of foreign trade increased by 27,7% (compared to last year) and amounted to 187,435 billion euros. Export reached 78,326 billion euros (increase by 23,1%), import - 109,109 billion euros (increase by 31,2%)

Foreign policy - Mostly guided by Portugal’s membership in the EU and NATO, with due account of its traditional relations with Africa and Latin America. Lisbon maintains cooperation in the framework of the Community of Portuguese Language Countries. Striving to diversify its ties, it pays attention to China, Asia, countries of the Persian Gulf and North Africa. Economic diplomacy has become the focus of the foreign policy pursued by the Portuguese Foreign Ministry.
