Madam Minister,


We are happy to welcome you here in Moscow. It is especially nice to receive the first female foreign minister in the history of Libya in the capital of the Russian Federation.

We have already had constructive meetings. Last April, you visited us as part of the delegation led by Prime Minister of Libya’s Government of National Unity Abdul Hamid Dbeibeh. Last June, you took part in the Berlin International Conference on Libya together with our representatives.

We appreciate that you accepted our invitation to make a full-fledged visit to Russia. We see it as the Libyan government’s intention to build priority relations with our country based on the traditions of friendship and cooperation.

We are meeting in a crucial period for Libya and its people, when the future of the country is being shaped. Due to the efforts of the Libyans and the powerful support of the international community, it has become possible to outline the parameters and criteria for the final settlement through national reconciliation and the construction of a stable, prosperous state.

As an active participant in the international efforts, Russia considers it important to hear your assessment of the developments and your suggestions as to how the international community can continue to efficiently facilitate the implementation of the agreements reached in the autumn of 2020 in Geneva.
