On Israel’s Announcement of New East Jerusalem Building Plans

The Israeli Housing Ministry on October 15 announced tenders for the construction of 240 new housing units in East Jerusalem.
These plans of the Israeli government are perceived with extreme concern and disappointment in Moscow. They run counter to international efforts aimed at finding ways to resume direct Palestinian-Israeli negotiations.
Over the past few weeks the entire world community, including Russia and the Quartet of international mediators, strongly urged the Israeli side to extend the moratorium on settlement construction on occupied Palestinian territory. Promulgated at such a delicate juncture, Israel's intentions regarding new housing construction exacerbate the climate of distrust between the parties and undermine the chances of restoring the peace process. In East Jerusalem, Palestinian residents have already clashed with Israeli police.
Moscow urges Israel to reconsider its plans for more settlement building. We believe it is important for the parties to avoid unilateral actions that prejudge the outcome of negotiations, to exercise restraint, exclude any manifestations of violence and do their best to continue direct talks.
