On the Outcome of the First Meeting of the Russia-ASEAN Dialogue on ICT Security-related Issues
On September 23, 2021, the first meeting of the ASEAN-Russia Dialogue on ICT Security-related Issues was held in the format of a videoconference. The Dialogue was established in the development of the 2018 relevant joint statement of the leaders of Russia and ASEAN Member States.
Deputy Minister of Foreign Affairs of the Russian Federation O.V.Syromolotov and Secretary of State of the Ministry of Post and Telecommunication of the Kingdom of Cambodia Sok Puthyvuth became Co-chairs of the Meeting.
The Russian delegation comprised representatives of the Ministry of Foreign Affairs, the Ministry of Defense, the Ministry of Justice, the Ministry of Digital Development, Federal Protective Service of Russia, the Investigative Committee of the Russian Federation and the Office of the Security Council of the Russian Federation. Delegations of ASEAN Member States were represented by experts from relevant ministries and departments.
The agenda of the event included issues of interaction between Russia and the ASEAN Member States in the field of security of and in the use of ICTs, including at global and regional ASEAN-centric platforms.
During the meeting, the experts held a thorough exchange of views on cooperation in the field of ICT security, including cooperation within the framework of global initiatives proposed by Russia – Open-ended Working Group on Security of and in the Use of Information and Communications Technologies 2021–2025 and Ad hoc Intergovernmental Committee to elaborate a Comprehensive International Convention on Countering the Use of Information and Communications Technologies for Criminal Purposes, as well as within the International Telecommunication Union.
In addition, the Russian side made a presentation of the draft Work Plan on the activities in the main areas of cooperation between Russia and ASEAN Member States in the Russia-ASEAN Dialogue on ICT Security-related Issues.The participants of the meeting highly appreciated its results and agreed to hold the second consultations within the framework of the ASEAN-Russia Dialogue on ICT Security-related Issues, next year, if possible offline, if the epidemic situation allows.
