General Director of the Ministry of Foreign Affairs


Oversees the Ministry’s financial and economic activity, permanent construction, management of diplomatic property abroad, accommodation and maintenance of diplomatic missions of foreign states accredited in the Russian Federation.


Born 1956.

1978: Graduated from the Leningrad Institute of Engineering and Construction.

Foreign languages: English and German.

Full State Counselor of the Russian Federation, 1st Rank (since February 2005).

Holds the diplomatic rank of Ambassador Extraordinary and Plenipotentiary.

2002 – 2004: First Deputy Minister of Finance.  

2004 – 2005: Deputy Presidential Plenipotentiary Envoy to the Southern Federal District.

2005 – 2011: Deputy Head of the Russian Presidential Foreign Policy Directorate.

2011 – 2014: Vice-Governor of St Petersburg.

Since August 2015: General Director of the Ministry of Foreign Affairs.

Holder of the Order for Merit to the Fatherland, 3rd Class, the Order or Honour and the Order or Friendship. Winner of the State Prize of the Russian Federation.
