Responsible for relations with East and South Asia, multilateral cooperation in the Asia Pacific Region.


Born in 1961.

1983: graduated from the Institute of Asian and African Studies of Lomonosov Moscow State University.

Fluent in Chinese and English.

Since 1991: held various diplomatic posts in the central office of the Foreign Ministry and abroad, notably in China, the USA and Japan.

2006-2009: Envoy Extraordinary and Minister Plenipotentiary at the Embassy in China.

2009-2011: Director of the First Asian Department.

Since December 2011: Deputy Minister of Foreign Affairs.

Holds the diplomatic rank of Ambassador Extraordinary and Plenipotentiary.

Holds an Order of Alexander Nevsky, Order of Honour, Order of Friendship, medal of the Order For Services to the Fatherland, 2 Class, and a certificate of honour from the President of the Russian Federation. Igor Morgulov received a commendation from the President of the Russian Federation (2011, 2021) and a commendation from the Russian Government.

Married, with two children.
