Foreign Minister Sergey Lavrov’s opening remarks at the talks with the Commander of the Libyan National Army Khalifa Haftar
We are happy to see you in Moscow once again. I would like to extend a welcome to you and your delegation.
Our last meeting took place in November. It was also held in Moscow. A lot of things have happened since then. Unfortunately, the situation in your country remains challenging, and the extremist threat is still there. However, we are aware of the ongoing initiatives to deal with this threat. Russia actively supports the tentative revival of a political settlement and the complete recovery of statehood by your country.
Ghassan Salamé was appointed the new special representative of the UN Secretary General for Libya and is expected to visit Moscow in the near future. We believe that as far as politics is concerned, all mediation efforts should focus on UN activities. Russia believes that rather than devising specific recipes, these efforts should be designed to create a favourable environment for promoting dialogue between the key actors in Libya, so that they can agree on the future of their country by themselves. This is Russia’s principled position.
We are aware of your efforts and the efforts of Head of the Government of National Accord Fayez Mustafa al-Sarraj designed at reaching a mutually acceptable agreement on the best way to implement the Skhirat Political Agreement that would be acceptable for all parties. We support your commitment to achieving concrete results.
