Unofficial translation from Russian
On September 13, 2002, in New York, Minister of Foreign Affairs of the Russian Federation Igor Ivanov had a meeting with Amr Moussa, the Secretary General of the League of Arab States.
In the course of their discussion of the situation in the Middle East Igor Ivanov gave a high assessment to the constructive role of the Arab League in efforts to overcome the present crisis in the region. Of basic importance in this regard were the results of the Arab summit conference held in Beirut in March 2002.
In this connection the sides reiterated their commitment to the goal of achieving a comprehensive Arab-Israeli settlement on the basis of the Madrid terms of reference, UN Security Council Resolutions 242, 338 and 1397, the existing agreements, and the Arab peace initiative, as approved by the Beirut summit.
The interlocutors were unanimous in the view regarding the need to solve the Iraqi problem solely by peaceful, political means based on the early implementation of the relevant UN Security Council resolutions, envisaging, in particular, restoration of international disarmament control. This would open the way for subsequent suspension, and then lifting of the sanctions on Iraq.
Igor Ivanov and Amr Moussa expressed mutual desire to strengthen the useful collaboration between Russia and the LAS.
