On September 13 the Russia-NATO Permanent Joint Council at its emergency meeting of ambassadors expressed anger and outrage at the barbaric acts committed against the people of the United States of America. Russia and the NATO member countries have the most deeply-felt sympathy for the victims and their families. Russia and the NATO member countries have been subjected to terrorist attacks against civilians, but the terrible scale of the attacks of September 11 has no precedent in contemporary history. Russia and NATO are unanimous in their determination not to let those who are guilty of such an inhuman action go unpunished. Russia and NATO are calling on the international community to join in the fight against terrorism.

Russia and NATO will intensify cooperation under the Founding Act in order to defeat this greatest evil.
