Friends,

We are pleased to welcome you to Russia. Strategic cooperation with China is our long-term priority and meets the objectives of improving neighbourly relations and sustainable development of the two countries.

This year marks the 70th anniversary of Russian-Chinese diplomatic relations, and our leaders continue to meet frequently, setting the tone for bilateral relations. Just two weeks ago, President Putin took part in the 2nd Belt and Road Forum in Beijing, and your coming here is an important phase of preparations for this year’s main bilateral political event, which is President Xi Jinping’s state visit to Russia.

The mechanism of regular meetings of heads of government and the five commissions, which review various sector-specific issues of our cooperation, is quite active. Region-to-region contacts are quite robust and continue to expand.

We value our military and defence industry cooperation and the interaction of our respective law enforcement agencies, including in areas such as combating terrorism, drug trafficking, organised crime and extremism. Trade, economic and investment cooperation, interaction in high-tech industries and trade in agricultural produce are expanding.

Our relations are based on the neighbourly, friendly relations between our peoples as evidenced by the ever increasing number of youth and people-to-people exchanges and various other forms of public diplomacy.

Our countries cooperate at various multilateral venues, including the UN, G20, the SCO, BRICS and RIC. We are working to couple the integration potentials of the EAEU and the Belt and Road Initiative with an eye towards eventually forming the Greater Eurasian Partnership.

Overall, Russia-China cooperation is one of the key factors in maintaining international security and stability, establishing a multipolar world, democratising global governance mechanisms and ensuring the supremacy of international law.

I appreciate this opportunity to consider the course of cooperation in a variety of areas, including bilateral relations and international affairs. I’m looking forward to having productive talks.

Welcome again.
