1996-2000 – Head of the Russian Delegation on Military Security and Arms Control in the Negotiating Forums in Vienna, Representative of the Russian Federation to the Joint Consultative Group on the CFE Treaty, the Open Skies Consultative Commission at the OSCE Forum for Security and Cooperation
2001-2002 – Deputy Director, Department of European Cooperation
November 2002 – September 2005 – Director, Department of European Co-operation
