Alexander Yakovenko, the Official Spokesman of Russia's Ministry of Foreign Affairs, Answers a Russian Media Question Regarding the Introduction of a Draft Law Discriminatory Against Russian Speakers to the Saeima of Latvia

130-25-01-2002

Question: A few days ago some Latvian Saeima deputies from the ruling coalition came up with an initiative for introducing to Latvian law new amendments discriminatory against the Russian-speaking population of the country, by which naturalized persons would be deprived for ten years of the right to be elected to the parliament. How could you comment on this?

Answer: Regrettably, it is not the first time that we hear attacks against the considerable part of the population which they in Latvia first deprived of citizenship and are now going to disfranchise even after naturalization, as well. This "legislative initiative" makes one wonder if it reflects a tendency, if not a stand, in the Latvian ruling circles for sliding to methods which lie outside the present-day European perceptions of human and national minority rights. And this occurs while the same circles are incessantly recalling Stalin's repressions and the really condemnable practice of "disfranchisement." But is it not these "standards" on which the Latvian authorities now orient themselves, while at the same time declaring readiness to join the European Union family of nations?
