Following is the full text of the Decree:
"In connection with UN Security Council Resolution 1373 of September 28, 2001, by which acts of international terrorism are a threat to international peace and security and which reaffirms the necessity to fight with all means in accordance with the Charter of the United Nations against the threats to international peace and security that are created by terrorist acts, I hereby decree:
"1. The federal bodies of state authority and the bodies of state authority of the subjects of the Russian Federation in their activities shall, within their respective powers, proceed from the necessity to:
"a) prevent and suppress the financing of terrorist acts;
"b) introduce in accordance with the laws of the Russian Federation criminal responsibility for the deliberate provision or raising of funds, by any methods, directly or indirectly, by citizens of the Russian Federation or in the territory of the Russian Federation with the intention that the funds would be used - or with the realization that they will be used - for the commission of terrorist acts;
"c) ensure an immediate blocking of the monies and other financial assets or economic resources of persons who commit or try to commit terrorist acts or participate in the commission of terrorist acts or aid and abet their commission; of organizations directly or indirectly owned or controlled by such persons and persons or organizations acting on behalf or on the direction of such persons or organizations, including the monies obtained or acquired with the aid of property directly or indirectly owned or controlled by such persons and the persons and organizations linked to them;
"d) take measures in order to prohibit citizens of the Russian Federation or any persons and organizations on the Russian Federation territory from providing any monies, financial assets or economic resources or financial or other services, directly or indirectly, for use in the interests of persons who commit or try to commit terrorist acts or aid and abet or participate in their commission and organizations directly or indirectly owned or controlled by such persons and of persons and organizations operating on behalf or on the direction of such persons;
"e) carry out additional measures so as to exclude the provision, in any form, of support - active or passive - for organizations or persons involved in terrorist acts, including by way of the suppression of the recruitment of members of terrorist groups and elimination of channels of arms supplies to terrorists;
"f) take necessary measures to prevent the commission of terrorist acts, including by way of the early warning of other states with the help of exchanges of information;
"g) refuse shelter to those who finance, plan, support or commit terrorist acts or provide shelter;
"h) prevent those who finance, plan, aid and abet the commission of terrorist acts or commit terrorist acts from using the territory of the Russian Federation for these purposes against other states or their citizens;
"i) make certain that any person taking part in the financing, planning, preparation or commission of terrorist acts or in the support thereof are brought to justice and ensure that apart from any other measures against these persons such terrorist acts are qualified as grave criminal offenses in the internal state laws and regulations, and that the punishment should duly reflect the gravity of such terrorist acts;
"j) render competent agencies of other states every assistance in connection with criminal investigations or criminal prosecution that have a bearing on the financing or support of terrorist acts, including assistance in receiving the evidence they have, necessary for such prosecution;
"k) prevent the movement of terrorist or terrorist groups with the help of effective border control and control over the issuance of identifying and travel documents and with the help of measures aimed at preventing the falsification, forgery or illegal use of identifying and travel documents.
"2. The Ministry of Justice of the Russian Federation shall jointly with other concerned federal bodies of executive authority and with the participation of the Supreme Court of the Russian Federation and the Prosecutor General's Office of the Russian Federation review the laws of the Russian Federation with the object of ascertaining their compliance with the obligations contained in UN Security Council Resolution 1373 of September 28, 2001, and shall submit necessary proposals, within a two-month period, to the Government of the Russian Federation.
"3. The Federal Security Service of the Russian Federation, Ministry of Finance of the Russian Federation, the Ministry of Justice of the Russian Federation, the Ministry of Foreign Affairs of the Russian Federation, the Ministry of Defense of the Russian Federation, the Ministry of Internal Affairs of the Russian Federation, the Ministry of Economic Development and Trade of the Russian Federation, the Foreign Intelligence Service of the Russian Federation, the Federal Border Service of the Russian Federation, and the State Customs Committee of the Russian Federation shall in accordance with their competence ensure with the participation of the Central Bank of the Russian Federation the fulfillment of the measures provided by the present Decree, and on matters requiring a decision by the President of the Russian Federation, Government of the Russian Federation submit proposals in the established manner.
"4. The federal bodies of executive authority mentioned in paragraph 3 of the present Decree shall with a view to preventing the commission of terrorist acts:
"a) maintain in accordance with international law and the laws of the Russian Federation the exchange of information with competent agencies of concerned states, and cooperate with these agencies in administrative and judicial matters;
"b) intensify and speed up the exchange of operational information, particularly on actions or movements of terrorists or terrorist groups (networks); on forged or falsified travel documents; on the trade in arms, explosives or dual-use materials; on the employment by terrorist groups of communication technologies and on the threat posed by terrorist groups' possession of weapons of mass destruction.
"5. The Government of the Russian Federation shall submit within a two-month period a report on the progress in the implementation of the present Decree.
"6. The federal bodies of executive authority mentioned in paragraph 3 of the present Decree shall within a two-month period send the Ministry of Foreign Affairs of the Russian Federation information on the measures taken or being taken to ensure compliance with UN Security Council Resolution 1373 of September 28, 2001.
"7. The Ministry of Foreign Affairs of the Russian Federation shall timely inform the United Nations Security Council on the steps being taken by the Russian Federation to implement UN Security Council Resolution 1373 of September 28, 2001."
