Ladies and Gentlemen,

First of all, I would like to express my gratitude to the Minister of Foreign Affairs, Vice Premier of Vietnam, Mr. Pham Binh Minh, for his hospitality and attention to our delegation.

Russia and Vietnam are time-proven friends. We appreciate each others traditions and feelings, which the people of the two countries have for each other. Thanks to intensive joint efforts, the relationship of comprehensive strategic partnership is filled with practical content in each and every area.

Today we discussed the course of the implementation of the agreements, reached during the visits of the President of Vietnam to the Russian Federation in August 2012 and the President of the Russian Federation to Vietnam last November. The trade turnover between our countries is growing sustainably, although, I absolutely agree with my friend, we would like it to be greater. The expected conclusion of the free trade zone agreement between Vietnam and the Customs Union is that it will contribute to the growth in its volumes in the near future. This work is going on in parallel with the activity of the Russian-Vietnamese work group on priority investment projects, within the framework of which are prospective plans to build-up capital investments and the implementation of other mutually beneficial agreements. Joint measures in the areas of oil and gas are being undertaken to implement orders of the Russian and Vietnamese presidents about the need to diversify our ties in this area between companies and joint ventures of the two countries.   Full story Full Story

Ladies and Gentlemen,

We have worked quite fruitfully having revised a wide range of bilateral and international issues, which characterise the relations between Russia and China and ensure consistent development of our bilateral multifaceted interaction and strategic partnership. Our relations have reached an unprecedented high level. The regular intensive and trustworthy dialogue is guided by Russian and Chinese leaders, who meet several times a year. This year, the President of Russia, Vladimir Putin, and the President of the People’s Republic of China, Xi Jinping, had a meeting on the 6 February in Sochi. This was the first trip of China’s leader to the opening of the Olympic Games abroad.

Today we discussed in detail the preparations for the main event of this year – the visit of the President of the Russian Federation, Vladimir Putin, to the People’s Republic of China and his participation in the summit of the Conference on Interaction and Confidence Building Measures in Asia, which will be held in Shanghai in May. This year leaders of our countries will have other meetings as well: both of them will participate in several meetings at summit level, including BRICS, SCO, G20 and APEC summits (the latter will be held this year in Beijing). This autumn the Premier of the State Council of the People’s Republic of China, Li Keqiang, plans to visit the Russian Federation. Apart from meetings between presidents and premiers, there are also regular contacts at the levels of leader of ministries and agencies, security councils and parliaments of the two countries.

Today we devoted special attention to the coordination of our approaches to the celebration of 70 years since the Victory in the Second World War in Europe and Asia. We agreed on a wide range of events devoted to this – and to their implementation through the UN and other international organisations, as well as within the framework of the ongoing 'Years of friendly youth exchanges' between Russia and China. Our plans also include developing joint actions on the promotion of the Security Concept in the Asia-Pacific region to develop the joint Russian-Chinese initiative of September 2010. We will deal with these issues within the framework of the Conference on Interaction and Confidence Building Measures in Asia, the SCO and within the ambit of Russia’s and China’s cooperation with ASEAN countries.   Full story Full Story

Ladies and Gentlemen,

I held constructive negotiations with my Sudanese colleague, Ali Ahmed Karti. We discussed many issues on the bilateral agenda, involving regional and international affairs.

Moscow highly appreciates the high level of relations with Sudan. We are satisfied that the active political dialogue between Moscow and Khartoum is supported by practical steps to extend our trade and economic interaction. The first session of the Intergovernmental Commission on Trade and Economic Cooperation held in December 2013 was important in these terms. We discussed the implementation of the agreements reached at that session. Today the Sudanese Minister of Foreign Affairs, Ali Ahmed Karti, will meet the Russian Minister of Natural Resources and Ecology, Sergey Donskoy, who is a co-president of the Intergovernmental commission on behalf of Russia. At this meeting they will review the prospects of the implementation of the December agreements in various trade, economic and investment areas, in detail.

We discussed the regional agenda with a special emphasis on the task of final normalisation of relations between the Republic of the Sudan (RS) and the Republic of South Sudan (RSS). Unfortunately, the roadmap of the inter-Sudanese settlement adopted by the African Union (AU) two years ago, as well as the series of agreements signed in September 2012, remain mostly unimplemented. Speaking objectively, events in South Sudan at the end of 2013 affected the process of their implementation. We agree that the priority in these efforts should be a faster launch of a joint mechanism of border control between the RS and the RSS, which is envisaged in the security agreement signed between the parties. It is important to ensure a demilitarised regime of the Abyei region and the formation of local authorities there, as well as to renew negotiations on the final determination of the status of disputable territories based on the agreements.   Full story Full Story
