Ladies and gentlemen,

My Zambian colleague Harry Kalaba and I have held constructive talks.

Zambia is a time-tested partner of Russia on the African continent. We have discussed bilateral relations and their prospects in detail, establishing mutual readiness to deepen trade and economic ties, as Russian companies are becoming increasingly interested in the Zambian market and Africa in general.

Humanitarian and cultural cooperation is another area of priority for us. Zambia is a leader among Sub-Saharan countries in terms of the number of Russian Government scholarships obtained by its citizens to study in Russian universities. This academic year, the number of government-sponsored scholarships will be increased, and we will continue this trend moving forward.

Another positive development is having educational institutions of the Russian Ministry of the Interior provide training to Zambian law enforcement officers.  Full story Full Story

Mr Shoigu, Mr Patrushev, colleagues, and friends,

The Moscow conference, organised by the Russian Defence Ministry, has firmly established itself as an important platform for an open and constructive exchange of opinions on key aspects of global security. This conversation is highly relevant, taking into account the ongoing buildup of forces of instability and conflict in international relations.

I would like to cite one quotation: “There can be no middle ground here. We shall have to take the responsibility for world collaboration, or we shall have to bear the responsibility for another world conflict.” These words were delivered by US President Franklin D. Roosevelt in 1945. I believe that they formulated one of the main lessons of the most devastating global conflict in history: it is only possible to meet common challenges and preserve the peace through collective, joint efforts based on respect for the legitimate interests of all partners.

This year we mark the 70th anniversary of the end of World War II and the Great Victory. Leaders, delegations, and national military contingents from a large number of countries will participate in the events taking place in Moscow on May 9. By celebrating the anniversary of the Great Victory we are not only paying tribute to the heroic feat of the soldiers who freed the world from the madness of the Nazis, but are also reaffirming the great importance of the historic decisions that laid the groundwork for the postwar international system, including, of course, the UN.  Full story Full Story
 

 
 
 
 
Foreign Minister Sergey Lavrov’s comment and answers to media questions following the Normandy format ministerial meeting in Berlin on April 13, 2015

    
 
 

This was a long and productive meeting, where we discussed the progress made with executing the Minsk agreements. Although there were a lot of contradictory ideas, we eventually managed to reaffirm the pure principles agreed between the Normandy Four leaders in Minsk on February 12.

The foreign ministers of Russia, France, Germany and Ukraine have reaffirmed their commitment to the Minsk agreements and agreed on the need for a complete ceasefire and pullout of heavy weapons. We also supported the proposal initiated by the OSCE special monitoring mission and the Russian-Ukrainian Joint Centre for Control and Coordination on the withdrawal of tanks and small artillery (under 100 mm in calibre) from the Ukrainian ceasefire line, in addition to the types of weapons covered by the Minsk agreements. This is a very specific task. Russia backed this proposal six weeks ago through its representatives in the coordination and control centre, and I think that the Normandy Four supporting it is a huge achievement.

We also emphasised that the Minsk agreements should be observed in full, including their military, political, economic and humanitarian components. The continuing economic isolation of Donbass is wrong and damaging, and retirement and social benefits are not being paid, which is one of the issues underlined in the statement German Foreign Minister Frank-Walter Steinmeier is to make later today on behalf of the Normandy Four ministers.  Full story Full Story
