Ladies and gentlemen,

Friendly ties between Russia and Cambodia are based on long-standing traditions of partnership, mutual trust and respect and have a long history: next May it will be 60 years since our countries established diplomatic relations. We have agreed to celebrate this anniversary of diplomatic ties befittingly by holding several events in the Russian Federation and the Kingdom of Cambodia.

We discussed the status of our bilateral ties in the context of tasks on implementing our high- and top-level agreements, including last November’s meeting of our prime ministers on the sidelines of the East Asia summit in Myanmar. We also agreed to take additional steps on consolidating the contractual legal framework and the expansion of parliamentary, cultural and humanitarian contacts as well as youth and university ties. This is important for satisfying the mutual feeling of affinity between our countries.

We share the understanding of the need to realise our substantial potential in trade and economic cooperation. Participants in yesterday’s session of the Russian-Cambodian Intergovernmental Commission for Trade, Economic, Scientific and Technological Cooperation (co-chaired by Mr Namhong on Cambodia’s behalf and Minister of Communications and Mass Media Nikolai Nikiforov on the Russian side) reviewed specific steps on promoting projects in various spheres of the Cambodian economy with the participation of the business community. Foreign Minister Sergey Lavrov’s comments and answers to media questions on the sidelines of the High-Level Segment of the UN Human Rights Council, Geneva, March 2, 2015

    
 
 

Many events are on the Geneva agenda today. They include a meeting of the Conference on Disarmament and the UN Human Rights Council, which was attended by the foreign ministers of many countries. In a few hours, there will be a meeting on the situation of Christian communities, primarily in the Middle East. It is a Russian initiative that has been supported by Lebanon, Armenia and several other countries. Foreign ministers will attend this meeting.

I have held bilateral meetings with US Secretary of State John Kerry, foreign ministers Mohammad Javad Zarif of Iran, Bruno Rodríguez of Cuba and Bert Koenders of The Netherlands, UN High Commissioner for Human Rights Zeid Ra’ad Al Hussein and UN Special Envoy for Syria Staffan de Mistura. We discussed the entire range of issues of concern to the international community, including Ukraine, of course.

During my meeting with Mr Kerry, we pointed out that, despite certain differences in our approaches, we have a shared interest in the full implementation of the Minsk Agreements of February 12 and highlighted the need for consolidating the ceasefire and full withdrawal of heavy weaponry without delay. I asked Mr Kerry to use Washington’s influence in Kiev to ensure that the Ukrainian government fully implements this aspect of the agreements. It is essential that the other aspects of the agreements, including an amnesty, a constitutional reform and a special status for Donbass, are also implemented.   Full story Full Story

Mr Chairman,

Mr High Commissioner,

Ladies and gentlemen,

International relations are going through a difficult phase. New dangerous hotbeds of tensions are arising in addition to already existing long-standing conflicts. Risks of inter-religious and inter-civilisational rifts are high. All of this has a negative impact on the people, whose fundamental rights, including the right to life, are increasingly violated.

Along with promoting global peace, security and sustainable development, protecting human rights must remain an absolute priority of the UN. The way the international situation is unfolding confirms again that respect for human rights is impossible without taking due efforts to strengthen global and regional stability. Anyone can see the tragedy of millions of civilians, including women and children, unfolding across the vast expanses of the MENA that have been destabilised as a result of illegal actions to topple unwanted regimes and pander to extremists. The fate of the Christian population is of particular concern. We are grateful to all of our partners who supported our initiative to hold a high level meeting on protecting Christians, which will be held here today at the Palace of Nations.  Full story Full Story
