On the Decisions of the League of Arab States on Syria
The Council of Ministers of the League of Arab States held an extraordinary meeting in Cairo on October 16 to discuss the development of the situation in Syria.
The League’s foreign ministers called for an immediate and comprehensive cessation of violence in Syria in order to avoid new casualties, to ensure civil peace and unity of Syrian society and to promote political, economic, and social reforms. The Arab ministers intend to consult with the Syrian government and the parties of the opposition to hold a dialogue within 15 days. The Syrian national dialogue conference under the aegis of the Arab League should be held at its headquarters in Cairo and a special LAS committee led by Qatar’s Prime Minister and Foreign Minister Hamad Bin Jassim would be formed for relevant contacts.
Moscow positively perceives the desire of the Arab League to help resolve the situation in Syria, preserve its unity and prevent outside interference in the internal affairs of the country. We hope that the League’s activities will help to achieve the stated objectives and, first of all, to establish a broad-based national dialogue in Syria involving all the forces opposed to the use of violence as a means of achieving political ends.
For its part, Russia also intends to continue its efforts toward this end.
